I’m desperate to see it but can’t find it anywhere!

I tried to tell my husband about this film – I remember it from when I was in daycare as a very young child (over 25 years ago!). I couldn’t remember much about it, just that there was a beautiful huge red balloon that had a mind of its own. I thought it might be Canadian (we have a great National Film Board here), but all my searching turned up nothing.
